This is a difficult issue that I haven`t resolved personally, but I highly recommend Roderick Long`s superb discussion, which starts from some 10 year old answers Ruwart gave on the subject. She has no recent writings and has not indicated that it will play any role in her campaign, but recent controversy makes it worth learning, and it is one of the areas that all societies have struggled to address.
